I know this is an old topic, but I've suddenly run into the same issue after having left Fallout 4 alone for a while to play Skyrim SE. I came back to the game and suddenly none of my textures or meshes would load properly. Everything else worked fine and everything that uses vanilla textures rolls along without any trouble. There are no real issues with gameplay either, but any and all mods that included new textures or meshes(i.e. CBBE, Apachii hair, Black Synth armor, etc.) that had worked seamlessly before suddenly quit.The only thing that I can think of is my Geforce optimization may have fiddled with something, but I have tried every fix that I could think of and every one I could find on every site that even remotely addressed the issue. The only thing I haven't done is a complete uninstall and reinstall of the game, and I'd like to avoid this since my internet here is potato slow and it may take days to get the game back.Thank you all for the time it takes to read this and in advance for any help you can offer. Patches always mess things up.
I've been trying to use the NMC texture pack for Fallout 3 with tale of two wastelands but it doesn't seem to be working. I initially installed it to Fallout 3 with FOMM (same thing I used to install TTW) and it did not work. I then tried installing it to New Vegas since that's where TTW is running from and that did not work either (so now both games have the Fallout 3 textures installed). I've used the FO3 3GB Enabler as recommended on the nexus page and I've also tried the new vegas 4gb launcher that's linked to on the new vegas textures page, and that didn't seem to help either.
Archive Invalidator is active and I've even turned it off and back on like the nexus page suggested. Does anyone know how to solve this problem? Which game I should be installing the FO3 textures to? Something I'm missing? The only other mod I have installed is Project Beauty (now known as Fallout Redesigned or something like that) which is technically also a textures mod I guess but I was pretty sure this one wasn't known to have any interference with NMC Textures. In case that mod could be the problem just know that I installed Project Beauty (working) before I installed NMC Textures.
Any info you can give is appreciated. If you need any other information or even screenshots let me know, I'll be checking this thread.

This graphic mod actually aims to focus on the weather. They offer an interesting cycle; pleasant, rainy, cloudy, foggy, windy and Nuclear Winter.
The cycle can be flicked off, but I feel this is probably one of the best features of the mod. There’s also a bunch of lightning storms, which are pretty atmospheric.You can download it5.
Flora OverhaulThis mod makes replaces the trees with a fresh, lively look. It also comes in four forms, forested, dead, total devastation and lite. Each one does something a little different.Forested: This version has the most amounts of plants and trees; it changes the world from a desert wasteland to a lush forested area.Dead: This version changes 7 of the default trees to huge dead ones, which makes the world stay in its dead state of misery.There are a couple of alive trees though.Total devastation: This version changes the world into what you’d expect, a completely destroyed world.Lite: This version changes two of the default trees to lusher ones, but obviously, is a much smaller version.You can download it.6. Megaton lighting overhaul:Megaton is one of the best places on Fallout 3, so making it feel more homey is always good. Apparently the original default version of Megaton only shoots light beams but doesn’t actually generate light. It’s a very simple mod and only affects one town. But seeing the town light up in the night is great, especially if it’s mixed with extra-darkness mods.You can download the mod.10. Pure waterPure Water makes the water much more transparent and blue.
It’s a great little extra but it doesn’t just make the water look more like water; it also makes the player able to “read” the water. Clean-DeluxeTired of unsightly dust devils floating around and ruining your experience of the apocalypse? Well now you can say goodbye to that pesky nose irritating dust bits with Clean-Deluxe.

What’s Your Brand – Cigarette texture megapackWe’re ending with a bit of a giggle here. This pack adds detail to cigarette packs. There’s actually also a mod that makes cigarette’s usable.
Fallout 3 Texture Mods Not Working Free

This is just a few of the more well regarded graphical/texture mods to make Fallout 3 prettier. This is by no means comprehensive nor gospel, and I won't even try to vouch for how well all of these will work together without a whole bunch of load order tweaking.
